An equitable European-African partnership against infectious diseases

The EDCTP Association and its members remain as committed to EDCTP’s mission as they were when the programme was established in 2003. Under Global Health EDCTP3, the Association represents the views of its European and African members, working together in an equitable and collaborative way to provide strategic input and guidance to programme. The Association continues to support Global Health EDCTP3 by making targeted and rapid funding contributions to complement the programme activities. The Association is committed to the long-term future of the programme and will be at the heart of the preparations for a successor to Global Health EDCTP3.

Membership of the EDCTP Association

Membership of the EDCTP Association is open to:

  • Sovereign states from the European Union (EU)

  • Sovereign states from sub-Saharan Africa

  • Other sovereign states associated to the EU’s Framework programme for research, technological development and demonstration activities (Associated countries to Horizon Europe)

  • (Groups of) institutions specifically mandated for this purpose by the aforementioned states

  • Alliances of sovereign states and/or mandated institutions from the EU, and

  • Alliances of sovereign states and/or mandated institutions from sub-Saharan Africa.

Countries interested in becoming Aspirant Members or Members of the EDCTP Association can apply for membership via the EDCTP Association Secretariat. More information is available on the EDCTP website.

Structure of the EDCTP Association

The ultimate decision-making body of the EDCTP Association is the General Assembly, on which all Participating States are represented. Its principal responsibility is to ensure that the statutory objectives of the EDCTP programmes are achieved, and that its resources are properly and efficiently managed.

The Board of the EDCTP Association is appointed by the General Assembly from among its members. The Board is responsible for the management of the Association and supervises the Secretariat, the executive body that manages EDCTP2’s day-to-day work, and manages the Association’s activities under Global Health EDCTP3.

The EDCTP Association is a European-African partnership that funds collaborative research to reduce the burden of poverty-related infectious diseases affecting sub-Saharan Africa. The partnership is made up of 15 European and 30 African countries.

Participating States’ contribution

The Participating States of the EDCTP Association have committed to providing financial contributions (cash, in-kind or a combination) to the EDCTP programmes (EDCTP2 and Global Health EDCTP3) to activities that fall within the scope of the EDCTP2 programme, as well as the scope of the Global Health EDCTP3 programme.

Members also contribute to administration costs that support the EDCTP Association’s internal business related to participation in the Global Health EDCTP3 Joint Undertaking.

The EDCTP Association members are able to support activities under EDCTP2 and Global EDCTP3 through their funding mechanisms that complement the activities directly funded under the two EDCTP programmes. Under EDCTP2, the so-called ‘Participating States’ Initiated Activities’ (PSIAs) provide an important mechanism for coordinating activities across European and African partners, avoiding duplication of efforts and helping to identify neglected priorities and evidence gaps. Additionally, these projects count as national financial contributions from European Participating States to the EDCTP2 programme towards the matching of funds by the European Commission (up to a maximum ceiling of €683 million). This way, Association members can support innovative research and capacity-strengthening activities in a rapid and flexible manner to achieve impact.

A total of 439 PSIAs have been declared in the 2014–2020 work plans of EDCTP2, with 302 submitted by European countries and 137 submitted by sub-Saharan African countries. Collectively, they amount to an indicative commitment of €1.157 billion.

The costs reported for 148 European PSIAs, amounting to €666.7 million, have been accepted to date by the European Commission as in-kind contributions to the EDCTP2 programme. In addition, the European Participating States of the EDCTP Association have contributed €168.80 million in cash to the EDCTP2 programme, bringing the total in-kind and cash contribution from to €835.5 million. This has surpassed the required €683 million matching contribution to the EDCTP2 programme.

The Association and Global Health EDCTP3

The third EDCTP programme – Global Health EDCTP3 – was established in 2021 as a Joint Undertaking, an Article 187 Initiative of the Treaty on the Functioning of the European Union (TFEU). The governance of the Global Health EDCTP3 is led by a Governing Board, in which the EDCTP Association and the European Commission, representing the European Union, have equal votes.

Global Health EDCTP3 is a ten-year programme running from 2021 to 2031 and is implemented as part of the EU’s Framework Programme for Research and Innovation, Horizon Europe.

It aims for a €2 billion budget, having already secured €1.86 billion in pledges. This includes a commitment of up to €910 million from the EU to match the commitment of at least €550 million from the EDCTP Association members, combined with an expected €400 million contribution from third parties.

The EDCTP Association provides in-kind contributions known as In-Kind contributions to Additional Activities (IKAAs) to Global Health EDCTP3. IKAAs are activities funded and managed by one or more Participating States, either independently or jointly, that fall with the scope of Global Health EDCTP3 and align with its Strategic Research and Innovation Agenda. IKAAs contribute towards achieving the programme’s objectives, including to facilitate better alignment of Participating States’ research activities and informing both future national research funding priorities as well as Global Health EDCTP3’s strategic research funding priorities. Thus far, a total of 184 IKAAs has been accepted for the 2022-2024 work programmes, with an estimated commitment of €505 million. More information about the IKAAs can be found in the annex of the Global Health EDCTP3 annual work programmes. This information also shows how the IKAAs contribute to the strategic objectives of Global Health EDCTP3, operational objectives of Horizon Europe and provide examples of how activities may be linked among the member states.
